You access it on the Voters Service Portal. The portal fetches your existing record by EPIC number, and you only edit the fields that need to change. Upload proof matching the change you're requesting.
For address shifting across constituencies or states, the portal handles the move — but make sure you're not registered in two places simultaneously. Double registration is an electoral offence.
